Define the decision
Write the decision in one sentence. Identify what is fixed, what can change, and who has authority to make the final call.
Test the impact
Consider access to the benefit and exposure to the burden separately. An identical rule can produce very different outcomes depending on resources and circumstances.
- Who is affected but not represented in this conversation?
- What assumptions are we making about time, money, language, or mobility?
- Which alternative would reduce an avoidable barrier?
- How will people challenge or appeal the decision?
Record the reasoning
Document whose input was considered, which trade-offs remain, and when the decision will be reviewed. Explain the outcome in language people can use.
